it is worth noting that some employers reported that they had never received an application from a disabled applicant, which suggests that there might be scope for encouraging suitably qualified disabled applicants to apply for vacancies in SMEs
Some employers in their individual interviews said that a wage subsidy would be helpful to struggling businesses.
Others thought that this would be insulting to the disabled person and that it might create moral hazard for employers who might hire more disabled people just to get financial subsidies rather than because the disabled person was the best candidate for the job, which can be seen to discriminate against those candidates who are not disabled
